CSS Adaptation

Ms.Claiborne didn't want her site design changed, so I converted the original site, which was done with tables, into a CSS layout with a fixed top-navigation bar.

I also reorganized the content-structure, to make the section of legal articles more accessible, and easier to update in the future.

The "before" and "after" sites look almost identical, which is exactly what we want for a table-to-CSS conversion without design changes.
